Why does the burner go on and off?
Normal cycling as the thermostat satisfies. If it short-cycles (less than 5 minutes), something else is wrong — usually a failing gas valve.
Do I need an annual service?
Yes — sediment flush and burner cleaning. Skipping it cuts the heater's life in half.
